Are job fairs real sources for finding hidden jobs or PR gimmicks for corporations?

Are job fairs real sources for finding hidden jobs or PR gimmicks for corporations? I often talk to laid off workers who attended local or regional jobs fairs. Many of the responses are unsettling. Often the response is that companies at these career fairs line people on long lines,  take a resume, and hand out a link to their job board. Rarely have I heard anyone respond with, I have a job interview set up.
 
If this is the case, then is there a more effective way of providing attendees with real job opportunities or even company contacts that they can network with to build a relationship with to create a job.
 
What's the real deal here?
